-The time period. Applicants were only given 12 months to apply after IRCA was passed which proved unreasonable due to changes made to the bill and confusion surrounding the bill

-Families could not jointly apply and the legalization program was not structured in a way that tried to keep families together so often times certain family members would not qualify or not everyone was able to apply in time which deterred many people from applying, broke up families and created a lot of stress for migrant families
