This Mauryan Emperor was the grandson of its founder. He was highly educated, and not originally inline to succeed his father, Bindusara. After a great and bloody war with his brothers, he rose to power. He would go on to win a war with the Kalinga, expanding his empire further.
However, horrified by the Kalinga war with its carnage and deathtoll, he became a pacifist who focused on bettering society rather than expansion.

What is the Mandate of Heaven?
The Mandate of Heaven was a Chinese belief that justified the rule of the emperor or king of China.
Chinese emperor is good and not living a decedent life style, keeps mandate. If the emperor becomes bad and begins to focus on their lifestyle rather than the people, heaven will send natural disasters and such until power is overturned.
China has many Rivers, Mountains, and Deserts. Traditionally this has made it hard to attain large scale power, but also easier to keep it once achieved (barring losing the mandate of heaven that is).
Why is this the case?
The rivers allow for trade and agriculture, and in some ways could allow travel. However these rivers also make it easier for locals to defend themselves from invaders.
The deserts also act as barriers to cross if you are not familiar with them, as the territory is harsh.
The Mountains provide a barrier to large invading armies.
The Coastline provides protection and trade.
