How do you tell if the word "to" is a preposition or an infinitive?
To be an infinitive, there has to be a verb right after "to". If anything else is after "to", it is a preposition.

My parents make me want to run away to Mexico.

How do you know if a prepositional phrase right after the infinitive is included in the infinitive phrase?
If the prepositional phrase gives information about the action, it is included in the infinitive phrase.
There has never been a time when I wanted to sleep more than right now.
