This is an information requirement that has been identified and prioritized by the Commander in support of their planning.

What is a PIR?

A grouping of information collection, processing, dissemination, and communication assets designed, structured, linked, and disciplined to provide situational awareness support to targeting and support to commanders in decision making.

What is ISTAR?

This involves the use of more than one same-discipline asset to cover the same target, increasing the chance of success through continual coverage and/or mitigating the failure of an individual collection system.

This is a system that is constituted by: Planning, Task Coordination, Execution, Receipt and Initial Exploitation, and Dissemination. 

What is the ISTAR Cycle?

The commander sets the priorities for the ISTAR effort.

What is Command Driven?

Knowledge of the elements in the battlespace necessary to make well-informed decisions. Is considered to be the fundamental purpose of ISTAR.

Systematic observation of aerospace, surface or subsurface areas, places, persons, or things by visual, aural, electronic, photographic or other means.

Consideration of this principle in planning enables the complementary coverage by a combination of sensors from multiple disciplines to both increase the chances of successful collection and the possibility of corroboration, whilst reducing the risk of successful adversary deception.

For this system, during the PLAN REVIEW phase, ISTAR provides support to plan review and rehearsals. This is of particular importance in reference to condition-based Decision Points and to explore branch planning.

The inclusion of new requirements into planned or ongoing missions and is a resource management feature of collection. It also refers to the effective use of non-organic, non-national or non-traditional ISTAR assets, such as targeting pods on fighter aircraft.

Collection requirements, including tasks from higher HQ and requests from flanking and lower HQ, must be consolidated and prioritized as part of the ISTAR planning process.
