This involves the use of more than one same-discipline asset to cover the same target, increasing the chance of success through continual coverage and/or mitigating the failure of an individual collection system.

The commander sets the priorities for the ISTAR effort.

Consideration of this principle in planning enables the complementary coverage by a combination of sensors from multiple disciplines to both increase the chances of successful collection and the possibility of corroboration, whilst reducing the risk of successful adversary deception.

For this system, during the PLAN REVIEW phase, ISTAR provides support to plan review and rehearsals. This is of particular importance in reference to condition-based Decision Points and to explore branch planning.

Collection requirements, including tasks from higher HQ and requests from flanking and lower HQ, must be consolidated and prioritized as part of the ISTAR planning process.

This principle asserts that ISTAR products must be archived, facilitating discovery and recovery in order to inform future operations about the past environment.

The process through which intelligence requirements are translated into collection tasks, and by which internal and external requirements are collated, de-conflicted, and prioritized.
What is Collection Coordination and Intelligence Requirement Management?
Changes in the current situation, evolving collection requirements and serviceability of collection systems can require the modification of the ISTAR plan at any time and must be monitored closely.
