This left potential issues for emancipated blacks who could now be falsely accused.

A secession of a southern state caused soldiers from the union to be trapped at the fort. When they were told to stay put and defend the fort, reinforcements were sent to them on a ship. The state militia saw these reinforcements entering the harbor and opened fire on the ship.
