Download Western Union app.  Can use bank account (takes a few days to process) or credit card (instant, $10 fee)to do wire transfer to yourself (name on passport). Can pick up money at Western union in Buenos Aires (bring MTCN transfer# and passport). Remember you will get stacks of AR$ cash so try not to get too much at a time.  Come prepared with money belt etc and take it directly back to rental house.

Places to avoid

La Boca at night.  Don't walk there. Take a bus or taxi straight to the tourist point El Caminito or Boca Juniors stadium. 

The areas/shanty towns around the train station Retiro are dangerous any time of day, but especially at night.
