What is expedited service and how long is application process for expedited service? 

Processing time: 7 days for expedited service 

To be eligible for expedited service, the filing group must be without SNAP and meet one of the following criteria:

• Have countable income of less than $150 a month and liquid resources in the form of cash and bank accounts of $100 or less, or

• Have combined gross monthly countable income and liquid resources less than the group’s total monthly housing and utility costs (using the dollar value of the appropriate utility standard for eligibility determinations), or

• Be destitute. To be a destitute household, the filing group must include a migrant or seasonal farm worker, have liquid resources that do not exceed $100, and meet one of the following:

• The only income received during the month in which the filing date falls was received prior to the filing date and was from a terminated source. Income is considered from a “terminated source” when:

Š Received on a monthly or more frequent basis and will not be received again from the same source during the month of the filing date or in the following month; or

Š Received as periodic income (see OAR 461-001-0000) and the income is not anticipated to be received during the month in which the next payment would normally be received.

• The only income received during the month in which the filing date falls will be received from a new source, and income of more than $25 from that source is not anticipated to be received by the 10th day following the filing date. Income is considered from a “new source” when $25 or less has been received from that source during the 30 days prior to the filing date.

• The only income of the filing group is from a terminated source received prior to the filing date, a new source received after the filing date, and income from the new source of more than $25 is not anticipated to be received by the 10th day following the filing date.

What is the SSP definition of domestic violence for TA-DVS? 

Domestic violence means the occurrence of one or more of the acts described in subsections (a) to (d) of this section between family members, intimate partners, or household members: 

  1. Attempting to cause or intentionally, knowingly, or recklessly causing physical injury or emotional, mental, or verbal abuse.
  2. Intentionally, knowingly, or recklessly placing another in fear of imminent serious physical injury.
  3. Committing sexual abuse in any degree as defined in ORS 163.415, 163.425 and 163.427.
  4. Using coercive or controlling behavior.
  5. As used in this section, "family members" and "household members" mean any of the following:
  6. Spouse;
  7. Former spouse;
  8. Individuals related biologically, by marriage (see section (45) of this rule), or adoption;
  9. Individuals who are cohabitating or have cohabited with each other;
  10. Individuals who have been involved in a sexually intimate or dating relationship;
  11. Unmarried parents of a child.

Oregon has received approval to extend the SNAP Telephonic Signature Waiver thru what date? 

Oregon has received approval to extend the SNAP Telephonic Signature Waiver for 12 months from July 1, 2023 through June 30, 2024.

The Telephonic Signature Waiver allows SNAP to waive the requirements to have a recording of a signature captured over the phone. Instead, staff can accept a verbal attestation. To be considered a valid signature, the attestation must be case noted by an eligibility worker or support staff into the applicant’s ONE case file. This waiver applies to all new SNAP requests, renewals, and Periodic Reports.

Š Unless the furniture was left behind when the participant fled domestic violence, and

• Payment of outstanding or past due costs such as rent or utilities when the participant does not intend to stay in the residence and/or the need for payment was not related to the current domestic violence situation

• Payment for moving household or personal belongings from another state

• Nonessential items such as a television or a computer or services such as cable, satellite, internet, even if such items or services were left behind when the participant fled the domestic violence

• Payment of a request that included inaccurate information

• Payment requests without verification of the costs and/or the payment information.
