How to make a new amendment

1. First, you will need an idea. What issue is important enough across the entire country that people would vote to approve it?

2. The State Legislatures or Congress must propose this idea for the new amendment.

3. Both houses of Congress must vote on the new amendment. 2/3 of the members in each house must agree that this is a good idea for an amendment.

2/3 of Congress means 67 of the 100 members must vote yes.

2/3 of the House of Representatives means that 290 of the 435 members must vote yes.

4. Now, it goes to ALL 50 states. Here, 3/4 of the states must approve the amendment. They can do this by a special vote or a special referendum. Either way, the states will also need time to debate whether they agree with this proposed amendment or not.

3/4 of the states means that 38 of the states must approve it before it can become an amendment.
