False. There were several different programs that eventually combined and included girls' programs as well, but these people included Astrid Hancock, Dow Poling, and Bill McKalip. Although Astrid was not in the "top spot", she was the only consistency throughout the creation of KidSpirit and led many of the girls' and coed programs.
