During the 1990s there was a lot of civilian unrest that pressured King MSWATI III to grudgingly allow government reform and greater democracy. Since then the king has gone back on the promises he made during recent years to open up his government to the citizens of his country. A constitution came into effect in 2006, but political parties remain banned. Talks about the constitution between the government and citizen groups in 2007 were not productive and did not result in a more democratic system. Swaziland recently surpassed Botswana as the country with the world's highest known HIV/AIDS prevalence rate.
