American diplomats were sent to repair relations with France after the US refused to help in the French Revolution. The French diplomats refused to talk until a $250,000 bribe and $12 million loan were paid. The French diplomats became know as X, Y, and Z. Upon hearing of the disgraceful news the American people cried, "Millions for defense, but not one cent for tribute!" They saw the attempts of the French as an insult.
