A licensed cosmetology establishment that is teaching cosmetology to an apprentice without charging a fee.
Apprenticeship Program
A school that teaches one or more cosmetology services at a premises designated tin the license application.
School
A service performed on a mannequin, student, or patron.
Practical Application
An expression of disproval of a licensee's or registrant's professional conduct, which conduct is not necessarily a violation of this act.
Censure
Departure from, or a failure to conform to, minimal standard of acceptable practice for an occupation.
Incompetence
Minimum number of members that must be present to make proceedings valid.
Quorum
The passing of a standard examination that is equal to or greater than the statutorily required grade level or a statement from a school administrator indicating that the person has potentially and scholastically achieved the required grade.
Equivalent
A flat or curved implement designed for cutting, including, but not limited to, implements commonly referred to as razors, callus shavers, graters, and credo blades intended to cut or shave growths of skin on the hands and feet.
Blade
A service pertaining to electrology, skin care services, manicuring, or natural hair cultivation.
Specialty Service
A degree of expertise that enables a person to engage in an occupation at a level that meets or exceeds minimal standards of acceptable practice for the occupation.
Competence
Document issued to a person under this act that enables the person to use a designated title and practice an occupation.
License
A person who has filed a complaint with the department alleging that a person has violated this act or a rule promulgated.
Complainant
A preparation designed to modify or rearrange the structure of the hair, skin or nails. Including but not limited to permanent wave solutions, hair lighteners, and creams.
Reactive Chemicals
An individual receiving a cosmetology service whether or not the individual intends to pay for the service.
Patron
A substance, or mixture of substances, that is registered as a disinfectant by the United States EPA.
Disinfectant
An oral or written grievance.
Complaint
A field of endeavor regulated under this act.
Occupation
A person against whom a complaint has been filed who may be a person who is or is required to be licensed or registered under this act.
Respondent
A device registered and listed as an autoclave or dry-heat sterilizer with the United States Food and Drug Administration.
Auto Clave
An electrologist license, esthetician license, manicurist license, or natural hair cultivation license.
Specialty service
Hours spent performing a practical application.
Practical Hours
A document that states the charges of each alleged violation and is prepared by the department or the department of attorney general after a complaint is received.
Formal Complaint
Person registered under this act.
Registrant
A form prepared by the department pursuant to section 553 that notifies the registrant/licensee of legal action against them.
Citation
A place of business at which one or more cosmetology services are offered or provided.
Establishment
An item that was disinfected or sterilized pursuant to R 338.2171a or a new and unused single-use item.
Clean or Cleaned
A covered container filled with a liquid substance, or mixture of liquid substances, that is registered as a disinfectant or sterilant by the EPA.
Wet Sanitizer
An individual in this state that is 18 or older, other than an individual or the spouse of an individual who is license or registered in the occupation.
General Public
A rule promulgated under this act and under the administrated procedures act of 1969.
Rule
To put a proposed rule or law into action.
