Do not step on the line. It is also proper etiquette to not step on a player's "through" line

On Marsh Hawk Hole #8 - A player hits the ball from the teeing ground and it crosses over the water hazard, landing on the other side of the water, it then rolls back down into the water. From where should the player play the next shot - assuming they can't hit it from the hazard?
2 options - From the original spot, or back on the other side of the hazard, keeping the point where the ball crossed in between the player and the hole.

There is no penalty. A player will be penalized in a hazard for grounding their club when addressing the ball, improving their lie, or taking a practice swing that contacts the ground. 1 Stroke Penalty

A player realizes on the 6th hole that she is carrying 15 clubs. What is the penalty?
2 strokes per hole, with a maximum of 4 strokes penalty. If the player continues to knowingly play with 15 clubs, she is disqualified.

A ball rests on the cart path. How do you find the nearest point of relief? What club should you use?
The nearest point of relief is found by determining the CLOSEST point where a player can take full relief (ball and stance). The player must use the intended club for their next shot to find that point. From there a player can go 1 clublength (any club) no closer to the hole and drop the ball.

It is proper etiquette to rake the bunker after use. The group in front of you fails to rake the bunker, and your ball falls in a footprint. What is the proper procedure?

There is no penalty. The player may replace the ball and play the shot as intended. This only applies on the teeing ground.

A player's ball lies on the fringe. Just in front of the ball is a pile of sand from where someone has played from an adjacent bunker. How should the player proceed?
There is no relief in this situation. Sand and soil may only be removed from the line of play when a player is ON the green. This includes ball marks on the fringe. A player may not repair a ball mark on the fringe before making their stroke. Proper etiquette is to repair the ball mark after the stroke

A 4some playing 18 holes comes upon a very slow single playing 9 holes. Who has priority on the course (in other words who should continue to lead the pack)? Why?
The 4some has priority, because they are playing 18 holes. The single should let them play through if he can not keep up with their pace.
