9/16 wrench, 9/16 socket, diagonal cutters, 2 3/16 socket with ratchet. Remove cotter pin, remove puzzle piece, turn bolt half a turn, pull test, turn one more half in necessary, reinstall cotter pin, re install puzzle piece.
