In specular reflection all the lines of normal point in the same direction giving the same angle of reflection. In diffuse reflection, all the incident rays are all in the same direction, but the lines of normal are at different angles causing different angles of reflection.

What are the laws of refraction?
Light that moves at an angle from a less dense medium to a more dense medium bends toward the normal. Light that moves at an angle from a more dense medium to a less dense medium bends away from the normal. Light that moves straight on from one medium to another medium does not bend, it is not refracted.
