Sarah is right because if the next door neighbor to the right is 4 or less we let the number rest ( leave it alone). The number to the right of the place value being rounded in this case is the thousands place. The number is the thousands place is a 2. That number is less than 4, therefore my underlined number starts eh same, its rests.
