The 2nd ideology believes that the government should be small and that success should be based on individual achievement, not government aide.

What has made the immigration of Cubans and Mexicans a very different experience although both are immigrating from Latin America?
There has been a steady wave of Mexican immigrants as opposed to a large influx of Cuban immigrants fleeing Castro's communism. Many Mexican immigrants are voluntary, some Cuban immigrants on involuntary. With a steady flow of immigrants, the culture can be maintained, whereas with sharp peaks and drop offs, it harder to maintain your nation of origins' culture.
