These following procedures are in place to accommodate households with special needs, LEP Individiuals, Individuals working during regular business hours, & individuals living in remote areas or lack of transportation

  • Clients can apply online through SSP
  • Clients can contact agency via call services on Saturdays
  • If clients do not speak English as a first language, an interpreter can be provided by the agency.

An individual applies for SNAP; they have no source of income. His/her parents are paying their rent directly to the property owner and providing their basic needs. What steps should be taken to document this in the system?

  • Case comments should be updated to reflect how basic needs/necessities are met along with how bills are paid. Excluded income should be entered/explained where possible.

In what circumstance is the waiver for interpreter services presented to a LEP individual and what are the agency’s procedures once the waiver is requested by the individual?


    • If English is not their first language, ask if they want an interpreter
    • If not, we will still get the interpreter on the line if client is using their own interpreter.
    • Mark the question on the application information screen and document in the case comments.

When entering an application or member-add for an individual who has never been on the system, the State On-Line Query (SOLQ) match process is completed to prevent an incorrect SSN from being used. SOLQ provides real-time verification of SSNs and allows staff to address discrepancies face-to-face with an individual

When an individual decides to withdraw his/her application, what actions do you take?

If in person, we get it in writing

If the client request withdrawal by phone, verify identity of the client preior to completing the case action.

We withdraw the case on the system and document the reason for the withdrawal.

Communicate to the client they can re-apply at any time.

Notify them that a notice will be sent to them saying the case is withdrawn.

What steps are followed to process a FS 1 or Self Service Portal application once received in the local office?


  • Date stamped and scanned into the case
  • Attempt to contact the client to complete interview
  • If contact is made, interview is completed
  • If contact was not made, review documents and start app but pend for interview and other mandatory verification.

These specific periods are how often recertification interviews are required

4-Month certification period: assigned to households that include an ABAWD individual who is not disabled/incapacitated and does not include a member who is less than 18 years old

24-Month certification period: assigned to household where all members are elderly or disabled and do not have any earned income. A mid-review will be issued if a member is being added who is neither elderly nor disabled, or the household reports earned income prior to the 15th of the 11th month of the certification period.

12-Month certification period: assigned to households that do not meet the criteria for a 4 or 24-month certification period

A 36-month certification period is assigned to households in which all adult members are elderly or disabled with no earned income. Children with no earned income can be present in the home. A mid-review will be issued to the household in the 23rd month of the 36-month certification period.]
