Inventors in Belgium have created a device that might enable thousands of blind people to see. The invention includes a small video camera mounted on eyeglasses.Blindness can occur for many different reasons. One reason is damage to the retina, the membrane that lines the inner eyeball. The retina picks up visual messages in the form of light. Then it sends those messages to the brain through the optic nerve. If a person's retina is not working, messages are not sent to the brain. The Belgian scientists created a tiny electronic device that takes over for a damaged retina. They implant the device inside the blind person's head, just behind the eye. The patient wears a pair of glasses with a little video camera mounted on them. The camera takes pictures and sends the images to the implant in the head.

In July 1993, Des Moines’ water-treatment plant had to shut down because of raging floodwaters. For 12 days, 250,000 people in the city were unable to bathe, wash their clothes, or flush their toilets. Since the plant was closed, city residents did not even have clean water for drinking. The mayor of Des Moines shut down all but the most essential businesses. Des Moines needed clean water—and fast. Aid came from the Federal Emergency Management Agency, or FEMA. If the president of the United States declares a disaster, then FEMA goes in to help. The agency tries to mitigate, or help make better, some of the problems. It finds shelter for people. It repairs buildings and provides insurance money. As a result, people are better equipped to deal with the disaster they are facing.
