It's weird because you don't face him at all in the game's story mode, most likely due to how the game includes only the first two movies. This mega-baddie does appear in two cutscenes, and has one spoken line of "Fine. I'll do it myself".

Seriously, you're telling me that I can steer my kart like a regular car instead of using an analog stick?
