Pre-ambulatory Clause: The part of a resolution that describes previous actions taken on the topic and reasons why the resolution is necessary. It begins with a participle or adjective (noting, concerned, regretting, aware of, recalling, etc.). (typically comes first)
Operative: The part of a resolution that describes how the UN will address a problem. It begins with an action verb (decides, establishes, recommends, etc.).

It is dependent on the size of the committee, and will be announced by the chair when asked
Who are Sponsors and Signatories. Note a specific point of concern with Signatories that often gets overlooked.
Sponsors are typically the Primary authors of a bill who are deeply invested in it's cause and want to speak it on it.
Signatories are those who wish to see the bill be discussed, NOT automatically those who merely support the bill.
