False! Career Development and Occupational Studies (CDOS) and the Skills and Achievement Commencement Credential (SACC) are not recognized equivalents to a secondary diploma. Credits obtained toward a CDOS or SACC are not to be recorded as an EFL gain.
An individual applies for ACCES VR services already enrolled in a CASAC training. The individual started the training prior to the Original IPE being finalized. The IPE goal is Substance Abuse Counselor and we have a service line in the IPE tied to the CASAC training provider they are attending. What date do we use for the Data Element 85 date/Date Enrolled During Program in an Education or Training Leading to a Recognized Credential or Employment?
Status 12 date is the earliest date we can use for the the Data Element 85 Date. Since the person already started the program before they were a participant and we have tied the IPE goal and services to the program we use the date the individual becomes a participant and can take the appropriate MSGs as they are earned. Remember RSA defines the date an individual become a participant as the date they have signed the plan and are receiving VR services.

We have a participant in HS and developed the Original IPE in May 2020. We haven't yet included 581x in the Original IPE and no IPE amendments have been created. We are waiting for the HS to become a vendor. It is December 2020 and we receive the 1st quarter report which the participant passed. Is there an MSG we can claim?
NOPE!! Without the 581x tying HS to the IPE goal and services we can not claim any MSGs related to HS until that is in place.
Your participant is taking a training in cosmetology. Your IPE goal with this person reflects the goal of Cosmetologist and their is a service line for the cosmetology training program but ACCES VR is not contributing any funds as it is being paid for in full by financial aid. Is there an MSG you can claim for this participant?
Yes! There are 2 possible since the IPE goal and services were both tied to the training. It doesn't matter that ACCES VR wasn't funding the program.

This is the date we use for the Date Participant Attained a college degree . We receive the diploma on June 29 stating that the diploma was awarded on May 25.
What is May 25. We use the date the credential or MSG was achieved, not the date we received the information.

A participant is taking a welding program at BOCES. You have a current plan in place with the goal of Welder and services line in the plan that ACCES VR is providing funding towards this training. This is the MSG you would claim.
What is Training Milestone.
You receive MIDTERM grades from your participant that halfway through the Fall 2020 semester things are going well. So well in fact that they have already gotten their midterm exams and scored 3 B's and an A. They are currently taking 12 credits. Is there an MSG you can claim?
NOPE! In order to take a Post Secondary MSG the participant must have successfully completed 12 credits within the semester or PY year. Since the semester hasn't finished the credits haven't been completed.
How many MSGs can I record for each participant?
As many as they achieve! RSA would like us to claim at least 1 per participant per year.
A student you are serving graduates high school before the Original IPE is finalized. You get a copy of the HS diploma. Where would you records the date of the HS diploma on the WIOA Education TAB in CAMS?
Only under Date Participant Obtained Secondary Diploma. It is NOT counted under MSGs or listed anywhere else on the WIOA Education TAB. It is NOT an MSG because the individual was not a participant when they graduated high school.
You receive the 1st and 2nd Quarter Report card from a participant in HS. The participant passed the first quarter but failed the 2nd quarter. Can you claim an MSG?
Yes!! To claim an MSG for Secondary Transcript we need verification that the individual successfully completed 1 quarter of the high school academic year., so we can claim the 1st quarter. The date we record should be the date they successfully completed the 1st quarter.
A participant is training to become a Medical Assistant. You receive notification that they passed the exam to become EKG certified. This is the MSG you can claim.
What is Skills Progression. This is an industry specific exam and which we can claim as an MSG under Skills Progression.
Bonus Question: If we get notification that someone passed ServSafe Food Handlers Certificate is that an Skills Progression MSG?
NO! It's listed on the Final Source Documentation as an example of exam we do NOT count here.

FALSE you can not claim MSGs achieved before the individual was a participant.
Am I required to obtain documentation for a credential a participant achieved while receiving ACCES VR purposes even if ACCES VR didn't pay for this credential?
YES! For RSA-911 purposes, documentation is required for credentials earned after VR program participation. Remember if we are not paying for a credential we should still link that credential to the IPE goal and add a service line in order to claim the credential and any MSGs.

NOPE! We can not claim an MSG for student pursuing a SAC or CDOC. Credits obtained toward a CDOS or SACC are not to be recorded as an MSG.

False!! In order to claim a Training Milestone MSG we would need a progress report indicating satisfactory or better progress report towards established milestones from an employer/training provider who is providing training (e.g., completion of on-the-job training (OJT), completion of one year of a registered apprenticeship program, etc.).
It is December 20, 2020 and a participant provides you with their transcript from the Spring 2020 and Fall 2020 semesters. They have a GPA of 2.5 for Spring 2020 and earned 10 credits. FALSE!!! To claim a MSG the individual must successfully complete 12 credits within the current Program Year. The program year starts 7/1 and ends 6/30 so the Spring 2020 semester would be part of last years program year. Fall 2020 is the only semester part of the current program year and since the participant hasn't completed 12 credits since 7/1, we can't claim an MSG for the current PY yet.
A participant informs you that they have decided to stop attending college before they complete the degree. They are not just taking a semester off, but have decided college is not for them and no longer want to pursue a degree. Where do you record this date on the WIOA Education TAB?
