What is the difference between operative and preambulatory clauses.

Preambulatory clauses simply identify the issue and matters of concern whilst operative clauses suggest courses of action/ take action to tackle the identified issues.

Which countries in the Security Council are VETO powers and what does this power allow them to do?

Russia, USA, China, France, UK (5 permanent members.

This allows the countries to VETO a resolution/clause which stops it from passing regardless of the majority vote.

Distinguish between a moderated and unmoderated caucus.

During an unmoderated caucus delegates are free to speak ands move around as they wish, it is essentially a short recess. In a moderated caucus side talk is out of order, and delegates may only speak when called upon.

What is a motion to divide the house and when is it used?

It is a motion that can be made during voting procedures, often used when a vote is very close and there have been multiple abstentions. Each delegate is asked for their vote individually and no one may abstain.

The security council has the authority to take action rather than simply making suggestions or urging nations to do something. Their resolutions are legally binding and they may deploy troops, impose sanctions and mandate ceasefires.

The council oversaw "trust territories" (colonies) as they transitioned to sovereign nations. The council suspended operations after the last of the 11 territories gained independence in 1994.
