Non-jews. Many Jewish Christians thought that Gentile Christians should be required to keep Jewish customs and laws from the OT.

Jesus is the person referred to in the text. Jesus has been anointed with the Holy Spirit (cf. Jesus' baptism) and is now going to preach good news to those who know they need it
