No, the active ingredient Nitrapyrin is not water soluble. Instinct is a water soluble formulation, but the active ingredient inside is not.

Urease inhibitors vs Instinct, When should we use one or the other, or both?
Urease inhibitors make sense with urea that lay's on top of the soil for a long period of time. But if it's incorporated with rain or tillage fairly timely, it's a waste of a growers money, even if they are cheaper up front.
