We don't actually know if President Harrison signed papers for North Dakota to become a state first or if it was South Dakota. President Harrison didn't want to favor either state, so he shuffled the papers up, signed them, and shuffled them again. 

North Dakota is considered the 39th state and South Dakota is considered the 40th state. This is because "N" comes before "S" in the alphabet.
