The handkerchief contains a special drug that attracts dogs and numbs their sense of smell for a short period of time. German soldiers use dogs to find hidden people (on a boat, for example). The fishermen use it on their boat when they are hiding refugees on their boat. This way, the dogs will not find the hidden refugees.
