The RA who prepped the key packet probably handed them two suite door keys instead of one suite door and one bedroom door key. I would compare key codes and confirm this theory. If I was correct, I would exchange one suite door key for the bedroom key.

Explain to them when they placed their reservation request with Luke, there likely wasn't one consistent room available, which is why they have to move to a different room mid-stay. Explain to them during the swap (when they check out at 10 am), they can leave their items in the ofice until 3 pm (check-in).
