When can allegations due to an SEN be substantiated against a mother with a medical marijuana card and debilitating medical condition?

- The card has expired and is not valid.

- The card was received shortly before the mother gave birth.

- The mother was using more than prescribed.

Basically, the date the card was issued and the expiration date factor into when these allegations can be substantiated, but the Department is still figuring out how to handle these situations.  Per Salina Moreno, PSRT, this is a gray area, but policy changed due to a litigation matter regarding a PSRT case.
