Notice the "I think..."
If @notjustmegan said "No ALL lives matter, especially white lives" and went into detail about why All lives matter that would be hate speech.

It is difficult to regulate hate speech because everyone has the right to free speech and their own opinions.
Additionally different people take the hate speech as a joke, while others take it personally.
Cultures also play a role.
