A filibuster is any attempt in the senate to prevent a bill from going to a vote. Essentially it is a senator standing up and talking about a bill to lengthen the time of a date and force the other side to add or change the bill in the way the senator who if filibustering wants.
The filibuster can only happen in the senate because the house of reps is too large for unstructured debate.
