I am checking low voltage communication from thermostat to control board. I check from R terminal to Y terminal on the control board. I read 0 Volts AC. What have I proved to myself?

I make a call for cooling. The blower fan runs but the outdoor unit has not come on. I check Y terminal to C terminal and read 24 volts AC on the defrost board. Then check common to Y wire on contactor and read 0 volts AC. What should I check next?
