BMWC relies on two mechanical labor rate books: one from the national association and one developed internally.

In a T&M scenario, this party keeps cash discounts, rebates, and refunds that BMWC negotiates.
Who is the owner?
This type of estimate uses history of similar scopes built under similar conditions to project cost.
