He shoot the cop because he saw the excitement in the cops face and didn't like that. Felt like the cop didn't deserve to feel happy in himself with killing the others.

Likely he would have, the cops were out for blood and probably looking for a reason to shoot kip; however if he did not grab the gun maybe he would not have been shot.
