Kip doesn't see a reason to live anymore, he lost his mother, Julie, Father Butler. He'll find more joy in heaven to be with her loved ones again

He shoot the cop because he saw the excitement in the cops face and didn't like that. Felt like the cop didn't deserve to feel happy in himself with killing the others.
Would kip have been shot if he did not try to defend foley/kermann?
Likely he would have, the cops were out for blood and probably looking for a reason to shoot kip; however if he did not grab the gun maybe he would not have been shot.
Why did the writer choose to have Julie die?
So we feel pathos towards kip and julie and fully on the side of the criminal

He did deserve a second chance. He had hoped for a good future.
He wanted a future with Julie, and he often thought about what it was like to be a father during the time when he was in jail.

It probably signifies that he was at peace spiritually and had no more to do on earth after losing everything he had. Is an allusion to the title, he will have more peace in heaven with those he loves than on earth without them.

Father Butler was able to provide the last rites despite the distractions, unlike the priest with the death of Kip's mom.

He would have went back to jail as there was no way to prove what his intentions were and they would take the cops side as he's already a criminal
