1) Data limitations: the health facilities in Jordan have gaps in documentation; the fragmentation of the health sector weakens health indicator collection. 2) Some of the health indicators (mostly outcome and impact) are only collected through national level population-based representative surveys (such as the Demographic and Health Survey) that are usually done every five years. PFH will have such data in the spring and can re-assess strategic priorities at that point. 3) Assessing progress towards health system resiliency and sustainability as well as the enabling the policy environment takes time before an impact can be demonstrated.

The project also supports the Vision’s strategic outcome of population coverage by creating an enabling environment for universal health coverage and expanding equitable and sustainable health insurance.

PFH has funded the DHS to collect demographic and health data in Jordan for more than 20 years. The DHS provides up to date population-based data for evidence-based decision making, directly in support of the Vision’s health information priority objective.

For example, the MOH strategy goals and institutional objectives include improving the quality of health services and ensuring their continuity; deploying and managing human resources efficiently and effectively; employing financial resources efficiently and effectively; strengthening the organizational and supervisory role of the MOH; and contributing to achieving comprehensive health insurance for all Jordanians. (2) USAID/PFH closely coordinates with other health donors and the Government of Jordan on all of its health sector programming. USAID and the WHO are Co-Chairs of the Health Development Partners group that meets to discuss coordination and strategic planning between key stakeholders.

how do USAID technical and regional bureaus, specifically GH and Middle East bureaus contribute to HSS interventions?
GH Office of Health Systems serves as the Bureau’s and the Agency’s center of excellence and focal point to provide worldwide leadership and technical expertise in HSS. It is responsible for three core functional roles: technical leadership and strategic direction; knowledge and talent management; and field support and program implementation. Other GH Offices and Health Element Teams, such as, Health, Infectious Diseases and Nutrition; Population and Reproductive Health; and HIV/ AIDS, incorporate HSS into their health priorities and programs. They identify and articulate health systems constraints to effective implementation of their activities and goals. Regional Bureaus, such as, Africa, Asia, the Middle East, Latin America, Office of Afghanistan and Pakistan Affairs, and Europe and Eurasia, serve as the lead Agency representatives of regional multicountry initiatives related to HSS. This includes collaborating with various international stakeholders as they relate to their geographic areas and coordinating mission responses on HSS within their regions.
