Talk to security, or the waiter/waitress.

Don't unpack anything, go to reception and let them know right away.

Find the parents, and talk to them about the girls behaviour. Don't take the donut away from the child. The parents will decide what the appropriate action will be for their child. You may ask for a refund for the donut, but never more then the price of the item.

Approach the car slowly to not scare him, and try to read the collar. There could be a phone number on it. Call animal control, if you are unable to approach the cat.
