I have a valid PPD results, do I need to take a new PPD test? 

Proof of a one-step PPD within the last 12 months will suffice. Regarding immunizations, you will need to provide proof of your immunization.  If you can provide proof of vaccines from original immunization records or subsequent titers, that would be acceptable. Please let us know if you have any further questions.

What does PPL do?

PPL helps with payroll, taxes, claims, health and safety, fraud checks, program accounting, and analytics, making it easier for people to manage their care needs.

What is the final enrollment date? 

You must complete your transition to PPL prior to March 28, 2025. We recommend you start the process as soon as possible and at least one month in advance.

What are the benefits of CDPAP?

CDPAP gives you control over your home care. You can pick someone you trust to be your caregiver, such as a friend or family member, and pay them for their time.

Can I use a family member as a caregiver? What are the requirements?

Yes, you can hire family members, but there are some rules. Spouses cannot be paid personal assistants, and parents cannot be paid caregivers for their children under 21 years old. To become a CDPAP caregiver, you’ll need to provide certain documents, including: A valid photo ID (such as a driver’s license or passport) Social security card Recent physical exam Lab reports for rubella and measles A recent TB test (or chest X-ray if the TB test is positive) These documents help us ensure that caregivers meet basic health and safety requirements.

When will I get a New FI?

Consumers and personal assistants will start transitioning in early 2025, and the transition will continue through March 28, 2025

What are the operating hours for PPL? 

Our phone lines will be open Monday – Saturday, from 8 a.m. to 8 p.m. Eastern Time. Our local office hours will vary, but we will be able to share them soon.

What day will PPL start paying PA's?

Yes, PPL will contact those who transition before March 28th to provide the first service start date and first payroll date. If the transition process is completed before March 1, consumers and their PAs can start services with PPL as their fiscal intermediary on March 1st.

Do I have to use GPS for EVV system?

GPS is enabled at clock in and clock out, but you can turn off that functionality on your phone.

What are the ways to complete the transition?

PPL offers several options for consumers and PAs to transition to PPL. How is PPL planning to prevent fraud?

What training will have to be completed to work for PPL?

Trainings will be available within PPL’s PPL@Home system. A full list of the trainings as well as access to complete them will be clearly outlined when the PA logs into the system. There is no cost to the PA to complete these trainings online, and PAs will be compensated for training time. PPL will offer training sessions online or in-person at one of their offices. PPL will offer a grace period for PAs to complete certain trainings after April 2025. PAs will be able to view on PPL@Home which trainings can be completed after this transition, or they can call PPL to talk through the timing.

Will PPL help me find a Caregiver?

Like most consumer direction programs, ultimately the consumer is responsible for identifying and hiring their personal assistant. From the DOH guidelines: The consumer or designee must also be responsible for recruiting, hiring, training, supervising and terminating caregivers, and must arrange for back–up coverage when necessary, arrange and coordinate other services; and keep payroll records. While locating a personal assistant (PA) for a consumer is outside of our contract scope, we can provide consumers with general information on ways they can identify a PA if they have not already done so. The health plans and social services offices also provide this type of information. If a consumer has not yet spoken with their health plan or district office, we will refer them appropriately.

Who is PPL, and why are they the fiscal intermediary?

PPL is the leading fiscal intermediary for consumer directed services. We have been serving consumers and personal assistants (PAs) for 25 years and work with 50 programs across 21 states. Medicaid covers the costs of CDPAP, so there’s no fee to participate.

How is pay rate determined and what is the pay schedule?

PPL will determine the pay rates based on where the consumer is located. The pay rates will be shared during the transition process. Personal assistants will be paid weekly. Our pay period starts on Sundays and ends on Saturdays. Fridays are pay days.

Will there be training on how to use the new time systems? 

PPL provides EVV training to help people understand and follow EVV rules. This helps avoid errors in timekeeping and makes it easier for people to manage their services.
