No. An EQ president does not have keys over the Relief Society. This reside with the RS president, and he would have to consult her as she is the one with the priesthood keys over the wife.

Though spouses are partners in priesthood authority in the home, they aren't at the church. Each member has a specific calling and only they are given the priesthood authority for it. Their spouse doesn't have stewardship or authority over their calling.
Is it true that "once a bishop always a bishop" and they can till counsel after being released because they still have the priesthood keys? Why or why not?
The bishop may always be ordained as a bishop, but without the priesthood keys of presidency after his release, he no longer has authority over the ward and can no longer ACT as a bishop.

Women and men who understand how to access priesthood power can have clearer knowledge of who they are and understand their potential to become like our Heavenly Father and Heavenly Mother.
