Why does baking powder and water have a more powerful chemical reaction than baking soda and water?

Baking powder contains both an acid and a base which are activated when coming in contact with liquid creating an acid/base chemical reaction. Baking soda is a base and water is a neutral, so they do not create an acid/base reaction.
