What does it mean "the heavens declare the glory of God?" What is the "heaven?"

Heavens here refers to how the SKY bears witness (shows ownership, signature) of God as the maker.

Even the sky, the planets, their very existence is as if they are talking about how God has created them.

It sys "the law of the Lord is perfect." What Law is being referred to here? 

The Mosaic law given to Israel.

How can we know what God is like? Where do you try to find out about God and how he wants us to live?

We see it in his creation. We see it even more in His WORD as it details everything he has ever done and everything he will do. We see it in his instruction and learn how everything he tells us to do is for our good!

What are some things that make God known?

Creation. His Word. His people.

What is more desirable than gold and sweeter than honey? 

God's word! God's instruction is more desirable than even the best riches and finest foods.

Why is knowing God's word helpful or important?

If we can trust God's power and love in creation, then surely we can trust his law, what he says, and how he wants us to live. However, in order to know which is his word, we need to know him...and that means we need to learn more and never ever stop!

David praises God's law. However, was he able to fully obey the law (even when he himself knows it is good)? 

No, even David could not fully obey God's law. He says in verse 14 , O Lord be my rock and my REDEEMER. He recognized that he needed help and saving. He couldn't praise God fully on his own.

We see that God's order and control over the sun and creation is good. How then should we respond to his order over our lives? 

We see creation and see how it is wonderfully designed and controlled. We should trust him that he knows that the rules and instructions he gives us are good for us.

Why does King David switch from talking about the sun and the sky to talking about "the law of Lord"?

How and why are they connected? 

God reveals himself through creation. But He even more reveals himself through His Word. We need both! But his Word shows us a greater depth of WHO he is. We need to learn it to know him deeper!

Where is this verse found?

Blessed is the man
    who walks not in the counsel of the wicked,
nor stands in the way of sinners,
    nor sits in the seat of scoffers;
 but his delight is in the law of the Lord,
    and on his law he meditates day and night.

In verse 2 and 3 it says "day to day pours out speech, and night to night reveals knowledge. There is no speech, nor are there words, whose voice is not heard."

What does this mean?

Although creation is not actually speaking, it is AS IF it is speaking and communicating. Because its existence and perfect design is so obvious!

It says in Luke 19:40: Jesus answered, “I tell you, if these were silent, the very stones would cry out.”

Why does David say God’s word is a delight, worth more than gold and better than honey? Is this the way you think about the Bible? Why/why not? How might your attitude towards the Bible need to change?

Because God's word is everlasting. If God is perfect in the world he created, then should not his direction in our life be perfect. Including that of sending his son, Jesus?

Why is David not able to fully obey God’s word? Is the problem with the law or with David? Who or what can provide a solution for David? Who provides the solution for us? How does he redeem us? How does he help us to obey God’s word?

Sin prevents us from obeying fully. The law is not the problem. The law reveals the sin. Thank God for Jesus dying in our place AND granting us his complete righteousness.
