You must have edit access to the Supervisor page of an Open Position in order to edit the Supervisor assignment of that position.
A customer is unable to change the supervisor for a position filled with employee and you can't seem to change it either, despite having admin permissions, why?
You can only change the supervisor or Cost Center of an employee in People Portal.

Why would an individual show up as an employee and a pending start at the same time?
An employee may accept another job at Amazon (either within the same parent organization or somewhere else) and not have started in the new role. During the period of time in which they have accepted the new role, but not left their old team, they will show up in Roster twice; once as a employees for their current org, and again as a Pending Start for their new org.
A Team can be used to group records in a hierarchy that is independent of Cost Center or Supervisor assignment.
