No, you cannot eat anything in your hand as the adhan comes in. The second the adhan comes in, suhur is over. If you eat at this time, it counts as breaking your fast.

Yes, you don't need to be clean to begin your fast. You make ghusl and pray Fajr after but you can begin fasting in the morning since you're period has stopped.
