Why does Dr. Doof build a scale model?
So he can show Agent P his plan. He couldn't easily show Agent P his plan without it because the city is too big. Thee most important thing about a scale model is that it must be mathematically proportional to the real object, meaning the ratio between the model's size and the real object's size is always the same, ensuring the model is an ACCURATE representation.
