These EPA regulations streamline the hazardous waste management standards for certain categories of hazardous waste that are commonly generated by a wide variety of establishments. The streamlined regulations:

• promote the collection and recycling of universal waste,
• ease the regulatory burden on retail stores and other generators that wish to collect these wastes and transporters of these wastes, and
• encourage the development of municipal and commercial programs to reduce the quantity of these wastes going to municipal solid waste landfills or combustors.

This was amendment in 1976 to the Solid Waste Disposal Act of 1965. It was developed to protect human health and the environment from the potential hazards of waste disposal, conserve energy and natural resources, reduce the amount of waste generated, and ensure that wastes are managed in an environmentally sound manner.

This is a designated area, typically located near the point of hazardous waste generation, where limited quantities of hazardous waste can be stored temporarily in containers before being transferred to a central accumulation area or directly for treatment, storage, or disposal
