What did Lincoln's 10%/Amnesty Plan do?
It pardoned the Southerners. It required 10 percent of the 1860 voting population to sign allegiance to the US and freed the slaves.

Lincoln was assassinated by John Wilkes Booth. His 10% plan turned into Radical Reconstruction which punished the Southern states.
