Per the CO DMV Webpage:
Legislation, effective January 1, 2014, has significantly changed previous law involving alcohol violations, Persistent Drunk Drivers (PDD) and the Ignition Interlock program. Those changes include:
The reduction of the Blood Alcohol Content (BAC) on a chemical test from 0.17 to 0.15 to designate the driver as a Persistent Drunk Driver.
The refusal of a chemical test at a traffic stop on or after, January 1, 2014, will now result in a Persistent Drunk Driver designation.
If a driver refused a chemical test prior to January 1, 2014, and was previously ineligible to reinstate early with Interlock, they may now either finish serving the remainder of their revocation and reinstate with full driving privileges, or serve at least two months and apply for early reinstatement with Interlock for one year. They are not eligible for Financial Assistance in this case.
If a driver has multiple alcohol violations or refusals on their record, the wait time for early reinstatement with Interlock has been reduced to up to two months.

Yes, it may be available to you.
The Department of Revenue administers an account established to provide financial assistance for first-time offenders installing an ignition interlock device or those designated as persistent drunk drivers completing their initial installation on or after January 1, 2014, who are unable to pay the full costs of the device. If you qualify for assistance and funds are available, the Department may pay for a portion of your interlock device cost. Other restrictions and conditions may apply.
Eligibility is determined at the time of your interlock installation and following criteria apply:
You are either a first-time offender with a violation date on or after January 1, 2009 or have been designated as a persistent drunk driver completing your initial interlock installation on or after January 1, 2014.
You are Lawfully Present in the U.S. and a Colorado resident.
You were an adult driver (21 years of age) at the time of the violation.
Your Federal Adjusted Gross Income (FAGI) on the State of Colorado tax file falls within a predetermined percentage of the current year Poverty Guidelines established by Health and Human Services.
Any subsequent suspension or revocation of your driving privileges will terminate financial assistance.
