The popular vote is the vote by the citizens, but the electoral college normally gets the final vote. For example, they have the final vote for the POTUS.

Initiative lets citizens propose laws or amendments to the state constitution and referendum lets citizens accept and reject laws passed by the legislature.

They contribute money to the candidates and there campaigns.
