Juliet love Romeo very much but is more practical. 

Juliet is worries about things: she worries about her family finding out and harming Romeo, about Romeo not being truthful about his feelings, about how they can have a future together. She also tells Romeo to set up the wedding and she will send the emissary for news the next day.

By making plans, Juliet shows us she is practical and clear-headed. She is thinking ahead, both about possible danger (Romeo getting hurt) and joy (the two of them getting married). Thinking ahead is a characteristic of a practical person.
