He orders Juliet to marry Paris. He says that if she doesn't do it he will disown her where she will be out of out of money and he will never help her again. I think this is very harsh because it is wrong to force your child to marry someone they dont want.

Why does Mercutio stand up to fight Tybalt when Romeo won’t?

He stands up because Tybalt is the prince of the cats and wins all fights so he wanted to "take one of his nine lives."

After killing Tybalt, Romeo says, “O, I am fortune's fool”. What does this mean? Why is this line important to the outcome of the play?

He means that fate has made a moenary of him and his fate just got him punished. This line is so important because he eventually gets exiled from Verona and will not be able to see Juliet.
